I am pleased to report the progress that we have made this year to date. Our Adjutant and financial Officer traveled to Tallahassee to lobby our congressional representatives for support of various bills in the legislature that effect the American Legion. A successful Jupiter Jubilee event to help showcase what the American Legion can do in our community and I thank all involved. Special thanks to Steve from Sixberry lock for donating locks, material and labor in the tune of one thousand dollars ($1000) for securing our Beer, Food and Storage facility. We have received several thank you letters from the various organizations we support.
Painting, landscaping and repair of the irrigation system are in progress. Our Post will soon return to its former glory. Improvements to our patio continue, as well as updating our food and drink menus and prices. We have attracted new members, made new friends and have explored many ideas to further improve our post and our image with the community.
I am pleased to announce the American Legion Golf Outing is back on track and the date is May 6th at the Golf Club of Jupiter, more details will follow and a sign up list will be created and flyers will be posted shortly so keep the date open. The creation of A.L.V.I.S. (American Legion Volunteers in Service) is being explored as this can be big help to our Post. This organization is in effect in several American Legion posts across the country and more information will follow if it deemed by Department that this organization can be added.
Elections for Officers are around the corner and I urge anyone who is interested to get involved. We need people who are willing devote time and effort in advancing and improving our Post. We must and will put the Legion and its mission first, remembering this is not a social club for the select few, but an organization dedicated to Veterans, and strengthening our country thru Americanism and public service. I am encourage by our new members, and excited to make this post the example of how the American Legion should be. Join me, get involved and God Bless you all.

It is useless to give offerings to God while you have ill feelings towards your brother. Jesus said that you should be reconciled with anyone who has something against you, whatever it takes.
If a person is an enemy, Jesus said to love him. If he persecutes you, pray for him.
If there were ever a command that is constantly disobeyed it is the mandate to be reconciled.
Is there someone with whom you need to make peace? Then do what God tells you to do “be reconciled”.

Boys State is American Legions biggest project to help our young people advance in their life. They go to Tallahassee to develop a working government in one week. As sponsors, we send them at no charge to their families. We have made our selections and we will be sending 6 young men and we have 3 alternates. We had 9 young men go through our selection process and they were all well qualified. Unfortunately this year we were only able to send 6 students, maybe next year we will have sufficient funds to send all of our deserving applicants.

Summary Report for the March on Tallahassee for Post 271
On Tuesday February 7, 2017, Adjutant Andrew Heric and Finance Office David Pietrafese from American Legion Post 271, Tequesta, Florida participated in The American Legion, Department of Florida’s March on Tallahassee. At 0900 hours on this date representatives from various Post throughout the State met at the Saul-Bridges American Legion Post 13, located in the downtown area near the State Capitol. The Commander of this Post (John Folsom) gave an introductory welcome and introduced Mike McDaniel Department Adjutant, Art Schwabe Department National Executive Committeeman Alternate and the Department Lobbyist.
A briefing was given on the 2017 Legislative Agenda to all representatives, most of which had appointments with their State Legislatures. This year’s Agenda consisted of the following six priorities for the Department.
Protect the American Legion License Plate: The American Legion license plate is a valuable source of income for the American Legion, Department of Florida. One issue is the possibility for the minimum number of plates being raised from 1,000 to 4,000. The Department is in need of a few years to reach this threshold.
Boys State and Girls State: Currently there is $100,000 of recurring funding in the Florida State base budget for Boys State and Girls State. It is important that this funding be preserved at the current level and as recurring dollars.
Constitutional Amendment for A-Valorem Tax Break: The proposed amendment to the State Constitution to authorize the Legislature to provide, by general law, ad valorem tax relief on homestead property to the parent or parents of a veteran who died from service-connected causes on active military duty. (A change in the wording from combat-connected causes).
Veteran Owned Business Grants: Relating to Small Business Financial Assistance; creates the Veterans employment small business grant program within the Department of Veterans’ Affairs; authorizes the corporation to accept and administer moneys appropriated for such grants; requires a small business to apply to and enter into an agreement with the corporation to receive grants, etc.
Gaming: A proposed change to Florida Statute 849.0931 Bingo to allow Posts to conduct electronic instant bingo. It must meet certain criteria including electronic instant bingo tickets may only be sold or distributed in this state. After a national recognized independent gaming lab, has analyzed and certified the software to be compliant with the existing statute.
Vet – Pass (Sunpass with funds going to Title 36 Organizations): People would purchase a V-Pass and pay an additional annual fee that would go to the American Legion, Department of Florida, as well as several other Title 36 Organizations.
Around 1300 Adjutant Heric and F.O. Pietrafese met with Representative Mary Lynn Magar, District 82 at 214 House Office Building 402 S. Monroe St. Tallahassee, Fl. This meeting lasted for approximately 20 minutes as the above agenda was brought to the attention of Rep. Magar. She was very receptive to the two Legion Officers and was genuinely concerned for veteran’s rights and benefits. Her Administrative Secretary Ann Bolduc then made an appointment with Holly Demers, Chief Legislative Assistant to Senate President Joe Negron.
At approximately 1330 the two representatives from Post 271 then met with Ms. Demers and discussed the 2017 Legislative Agenda for the American Legion, Department of Florida. We asked for her support and she provided us with her thoughts on the subject, noting the electronic bingo might be an issue that would not pass. She requested an electronic copy of the Agenda to be sent to her at a later time and provided us with her business card and contact information.
It should be noted there were efforts to contact State Senator Bobby Powell from Senate District 30 by email prior to the trip to Tallahassee, but this was unsuccessful. Adjutant Heric and F.O. Pietrafese talked with District Commander Miller, who advised he has been in touch with Senator Powell and he is on the side of the American Legion. A meeting maybe set up with Senator Powel at is local District Office in the near future if needed.
On Monday February 13, a copy of the 2017 Legislative Agenda was scanned and sent to Chief Legislative Assistant Holly Demers, by F.O. Pietrafese.
